its more complicated than a google spit out search. its more of an investigation and probably from sources you arent familiar with. but i know there are articles field and stream, on back country hunters and angler, etc. that will help piece it all together.
Similarly to how several industries have been sold off completely over time to international companies that are essentially government shell companies. Russian, Chinese, Indian, etc "companies" have been buying up US companies that do recycling, "cash for gold," etc. for decades. They have also been buying up large acreage parcels in Africa for future untapped resources.
During the Obama administration no new mining was allowed, but the current mining operations were allowed to continue. The leases were up and the Obama administrations DHS approved the lease to Chinese corporations. That's usually a big "no-no"... though its been ever increasing. DHS has been placed in charge of approving foreign purchases and leases in the US since its inception... their policies for approval haven't changed much, no matter who is in office.
this article will help explain the processes. Obama actually stopped auto renewal of leases right before he left office. but you will see, the government gets a kickback (percentage) or the mineral sales. too bad its not really the governments money, its our money.
