I edited my post to say high progressive.
If I can't have use tax with no income, I'm doing flat tax and exempting food, medicine, clothes, housing, and transportation to prevent it from being regressive.
I'm not totally opposed to progressive rates, but I honestly don't understand how paying 50+% of one's income is "fair" if others aren't, regardless of how much you make
