That's a good point.  Georgia's strategy here is to go after 2 of the worst offenders to the tune of $1.6 million.  But for that much money, it would be worth it for those guys to fight it.

If they went after some smaller fish that owed maybe $20-50k, those guys might decide it's not worth it to fight.  Legal fees would make it a lose-lose.

Only thing I can surmise is that the GA tax enforcers feel like they have a very strong case.
