A year is a long time. Even if right now you don't think you could relocate in a year, things change. They could also lay you off in 6 months, have a management position open locally, or reorganize and not require the relocation. Your fiancee could get laid off, or tire of the area. You could get a transfer to someplace awesome where you both would like to live.
I wouldnt outright lie, but saying something like "I wasnt looking to move out of the area but I have nothing holding me to this area so I could make the move for the right opportunity"
If they read through the lines and dont accept you, so be it, you were being honest. If they do accept you, your conscience is clean.
and FWIW Ive had companies promise X 100 times in the interview process and a week or less after Im hired do complete opposite of X.
