They were working to clear the snow, yes - but it's hard to plow over all the curbing and so on. Having a bunch of people drive around "off line" to help kick the slush off the track sped up the process a bit. And, due to the fog we couldn't run at speed anyway, so no harm in having a few people getting track time in their pickups.
