Maybe it is the general confusion of the reconciliation system. What you posted makes sense, but that is not how many news sources have described it. NPR this morning described last night's vote on the BCRA as a vote to outright repeal the ACA. This is the same way HuffPo (admittedly not a great source but it expressed what I thought was correct) described it. Thanks for clearing it up.
