IIRC, at least on the 2016.5, there is a separate feature for that called city braking. It basically does accident prevention under 15-20MPH and stops for you, wouldn't really call it cruise control or anything though.
FWIW, i paid 25.7K for ours which was the touring with bose and sunroof. I don't think it'd be impossible to get a loaded touring for under 30K which may check off all the boxes.
