Personally I think buying a propane smoker is a waste of money. Youre probably not going to like it very much and going to want to upgrade pretty quickly.
Pellet grills can be had for $400, if thats still out of your range, then offset smokers are really cheap and building an ugly drum smoker is even cheaper. Those will challenge you and teach you LOTS about smoking too.

I have an electric that I was just about to throw on craigslist for cheap. Its no better/worse than propane (other than not having to buy propane) but its cheap and will hold you over until you get something wood fired.
