You weren't paying attention. The hit squad was woodrough's old PMC buddies, who now exclusively work for Catalist

I thought they may be, but the news story that Ray's dad is watching on his death states that he was taken out by a PD squad. Which, OK, mr. bad-guy could've somehow fixed it so that was the story that came out, but even still, Ray was riddled with dozens of bullets, and it didn't look like that was on Vinci land. Any investigation into Ray's death would've blown everything over. It's too extraordinary to be believable and was just a let down.
