Oh noes, stickers and front plates! I'm being oppressed! What you describe (mail check, get sticker, keep car inspected) sounds exactly the same as NoVA, less maybe emissions.

Finally had time to inspect/title/register it (painless, btw ;-)) and I'm looking forward to getting some time behind the wheel!
