The BNBB does not officially recognize your definition of built. If you wish to gain certification for the fabrication of engine blocks you need to consult CAMFRGD (CAst Milled or Forged to Regulations by Gerald's Design).

You are confusing the annoyance of guys who say they "built the car" by having someone else do the work, just swiping a credit card vs the guy who disassembles and builds back up a car. Significantly modifying a car is a car build in my opinion.
Realisticallty I'm talking about the guy who put an I/H/E on his car and swapped some springs who jumps on Speedhunter to shit on someone else's car because he didn't "build it" himself. I mean, if you did an engine swap by the sweat of your brow or welded things yourself or basically did significant modifications beyond bolt-ons then I would agree someone built something. It just seems to me that a lot of people talking bout "built not bought" that really haven't done much of anything beyond bolt-ons.

And even then it seems silly anyway because as Jon said, just because someone doesn't care to wrench on something themselves doesn't make them any less of an enthusiast.
