Letter writing campaign. At least bring it to people's attention. Maybe get some justification for the objective, unjust standard.
And maybe suing an exhaust company for calling their product "50 state legal". That'd get some attention brought to the issue.
(I'm pretty sure i've seen some "check your local authorities" language, but just so....)
