I guess they can still get me for breaking the decibel limit for around the car that the city sets allowable but nothing directly related to my mods and such. Florida doesn't have emissions or inspection so they don't give two shits about what you do to your car.

That is completely incorrect. If you're driving on virginia roads, they can get you for any modifications.
A lot of people make that mistake with tint that is legal in other states.
