Could be that, yeah. Grab some sandpaper (fine grit, none of this 80 grit bullshit) and rough up the metal where it's corroded. Remember, you have four rear brake lights - are you sure they are all working? Should be two outer that light up when the pedal is pressed, and two inner that are on more as "running lights."
Otherwise, it *could* be your brake light switch starting to go bad, but that usually shows up as "Brake Light Circuit."
