i ran with out a front plate on the audi the entire time i owned in in ny and va, and the only reason i have it on the '02 is because it's a load-bearing plate
holding a piece of rusted out front end in place (and covering the hole at the same time) once the front air dam is in place, the plate is gone again. (fairly easy to fly under the radar in a college town with a lot of out of out of state plates)
