Correct, as usual, it's a TBI.
I managed to find the egr valve in the 11 minuets I had to poke around it this weekend, so I'm counting that as a win. I'll try to take it off/apart to clean it at some point. Lines to and from seemed OK, but know you can't always see an obvious vacuum leak.
Did find one rubber hose that was disconnected, hooked it back up but no noticeable difference. It was that small section of rubber at the top of the hard line in the photo, the line to the right of the one I'm holding. How many scoops of river rocks can I get in the Camry before it bottoms out?
And yeah, while WOT takes care of it, I can't fathom getting less than my current 12mpg... Forgot how painful it is to see triple digits at the gas pump.
