Power steering belt; proper tension, wear or absence of belt.
17. – INSPECT AIR POLLUTION CONTROL SYSTEM OF 1973 AND SUBSEQUENT MODELS FOR:
Installation.
No parts removed, disconnected or rendered inoperable.
(NOTE: This includes the catalytic converter and the fuel tank filler pipe.)
CA does have a program as Goodspeed mentioned. It was the inspiration for the EROD crate motor that has CARB approval but as mentioned, painstaking detail to placement of emissions equipment is required. Even if your install pollutes less, wrong placement of equipment will cause it to fail inspection without prior approval from a "referee". Don't know if VA has similar??
I'm not trying to be a naysayer, just be aware of the "rules" and be ready to work around what you need to. It's not like there aren't other swap projects running around VA that are subject to these. Maybe as long as you have all the new engine stuff present???
