our HOA has been pretty good (you know for the 40 days we have been involved with them) and cheap ($300/year). they arent against building, they just have rules about it. There is a full sized play house that was built, it looks like a guest house when you drive by.
we are the youngest couple in the association by 20 years or so. There are zero renters in the "hood".... overall its very nice.
