I drove 4 years in VA with 5% Rear 20% front in my Integra, I actually got a ticket the day before I sold the car. Luckily I got off of it because i proved the car was sold.
5% is definitely to dark for night time driving. Originally the car was from Texas and with the heat down there it was definitely needed. The tint i used was Carbon based, and when the cop measured it 4 years after it was applied it read 17% in the front. I'll try and find the brand of tint i used. I got the whole car done for $125 and a case of beer. lol

It made headlights turn a shade of yellow at night which was nice for the side view mirrors
