The FIA proving once again that they can come up with ways to screw things up even worse than they are now. I can understand maybe a standard 4wd system with maybe standard brakes or perhaps no electronically controlled diffs or something but removing turbos from the equation would be just silly. What are we going to have, 220 hp rally cars?
