You might want to check your traffic laws Mike, they are required to turn into the closest lane available to them, so if they're turning onto a two lane road they have to take the left lane. Turning right on red is acceptable in this situation because the right lane is clear, there shouldn't be anyone in that lane therefore it's legal for me to turn into it.
