What, getting fucking shot isn't "disorienting" enough? Gotta give the man a seizure too? While I like the idea of a flashlight on an HD-only pistola (so you can see what you're shooting at) I don't think a strobe is required, unless you're:
A: A cop
B: Shooting at a rave.
As for your budget, well now that all depends on what you're buying now don't it? If you want, like, an H&K with a full complement of mags and goodies, 800 bucks won't touch it. If you want a reasonable handgun (S&W, SIG, FN, Glawk, something like that) then you could maybe get a ~200 rounds of ammo, your pistol, and your flashlight for around 800.
1000 would be more comfortable.
