So since I didn't get the special rate, I shouldn't have had to pay the additional amount, right? Still not clear to me

But you still used a rate through VW finance right? If you used a rate through some credit union or bank the dealership found you should get that $500 back, if you still used VW finance (even you didn't get the 1.9%) you lose the $500. The only way you could use VW finance AND get the $500 would be if you were financed at the VW standard rate (probably something outrageous).
