I would be very surprised if that wasnt it - they are the first things to clog when they sit with fuel for a long time - they're the smallest jets usually.
Carbs deliver fuel on throttle position and vacuum, and not revs or power. Idle/Pilot jets control the fuel in the transition off throttle to about 1/4 throttle (along with the air bleeds, but thats more for tuning than getting it run right) so thats what you are running into (most likely) - off idle those jets are clogged up and its not getting the right amount of fuel.
