Can you swap front and rear O2 sensors and see if the code moves? They used to all be the same, I dunno about now...
EDIT: That, and taking out the pre-cat sensor and revving / driving will usually let you know if the cat is actually clogged. The hole is usually enough to relieve the restriction and provide a noticeable improvement.
