i say go get an OBD-II sensor and run the codes yourself. O2 sensors going bad at 100k miles is not uncommon. hell the one in the Civic i used to have went bad at ~75k intervals. i can believe the cat being clogged as a viable explaination and the sub $500 parts isn't bad for a new cat and O2 sensor(s).
i'm not sure if this is the latest version of the law, but it's consistent with other sites i've found. it's covered for the first 8 years or 80,000 miles: http://www.epa.gov/oms/consumer/warr95fs.txt it would cover the cat, but i'm not sure of the O2 sensor(s)
