Laws when I got my license in MD:
15y/o & 9 months - Written test to get your learners permit, had to do 1-week drivers-ed course (I forget how long the classes were), 40 hours of instruction w/ another driver and 6 hours with a driving instructor.
16y/o & 1 month - Obstacle course based driving test - if you passed you got a provisional license.
Provisional license restrictions in MD:
-No driving after 12pm unless you were coming home from work or with an older adult
-No more than 1 passenger in the car
Provisions could be removed after 18 months if you had a clean driving record (I did, went to the DMV to get them taken off and got my first ticket a month later.)
Personal parental restrictions were that I could drive the car whenever so long as I had a job and was in a least one extra-curricular activity at school.
