I apologize for being blunt, but it is what it is. I've spent my share of time around high mileage rusty hondas, and they always turn out unforeseen problems that eat up your time, money and patience. In the end its not really worth it. At 200k miles the shocks, wheel bearings, brake calipers, suspension bushings, motor mounts, trans synchros, subframe welds, steering rack, and who knows what else are suspect and could eat up your project budget just keeping it on the road. I'm going to be a bit presumptuous about your budget based on the other civic you have, but I think you're underestimating the cost of body work and paint - do you have a garage to store and work on the car? I'm not sure if your neighbors will like bodywork in the parking lot. Not to mention the rust, which is a fucking cancer on those cars. Its more than a sand and bondo job, its going to require cutting out all the rust and welding new metal in. What you see on the outside is the tip of the iceberg, its a giant headache.
I'm not trying to be rude, but i've been there done that with those things. Good luck with whatever it is you want to do with it.
