heyo! nice CL, i used to have the sorta-cousin to your car, a 2001 accord 2.3 with the 5 speed....actually pretty rare for its equipment level, believe it or not. anyway, i'd highly recommend a cold air intake over a short ram. i have a video of me going over 33W in the accord and it sounded really amazing and had some nice gains. 8)
you can probably also do a TL type-S rear sway bar, that made a large handling difference for me.
