I think pretty much anybody in the government or any government agency or position can apply for a .GOV address from the GSA.
But as far as making the ban permanent, that's easy. Just rewrite the law and pass it without a sunset clause. Then it has to be repealed or declared unconstitutional.
I wish the bigger question was "How is a member of the Executive Branch going to legislate anything at all?" but sadly, checks and balances are pretty much eroded to nothing.
