If you modify an M4 for burst/auto without a class 3 weapons permit, you are going to get in deep deep trouble. 
Hell the army doesnt even use full auto anymore...
Scilencers also require a permit. I'm not sure if they fall under the class 3, but stocks and flash supressors dont require anything but a wrench
