sounds like to me:
1st hour: 20 people spectate while 20 people race. Then there will be 10 teams of 2 people each. Each driver will switch every 15 minutes until the hour is finished (two-15 minute sessions per person). repeat for 2nd hour with the next batch of 20 people.
I don't see why there should be two races. Just have one 2 hour race with 4 person teams. Having two races wastes a bit of time inbetween races. Besides I would like everyone to compete with each other, unless its intimidating for some of the newcomers to race against people who have done this plenty of times.
