I actually don't understand the format at all. Sorry if I'm missing the obvious. Could you clear this up for me? Is it a single 2 hour race? Two one hour races? How many people on a team? And how much time on track should each participant expect to get?

sounds like to me:

1st hour: 20 people spectate while 20 people race. Then there will be 10 teams of 2 people each. Each driver will switch every 15 minutes until the hour is finished (two-15 minute sessions per person). repeat for 2nd hour with the next batch of 20 people.
