They took a tarp (a looooooooong tarp) and drug it from a truck while an ultralight stood on it.
They determined the speed required by the ultralight to take off, and ran the "treadmill" at that speed.
But they also did a dozen scale demonstrations, and showed why it works. (I.E. A plane is not a car, the wheels are just the interface with the ground, the primary motivation is still via a plane's propeller which does not interact with the ground in any way.)
