You can unlock an iPhone for little to nothing for use on T-Mobile in the USA. AT&T and T-Mo use GSM technology in their phones - aka SIM cards. Verizon and Nextel/Sprint use CDMA, which is an older technology that is currently not as flexible, though the potential is there.
So you can unlock it on T-Mo but not Verizon... different chips in the phones, so GSM can't connect to a CDMA network and vice versa.
