the reason to grind the old pavement is so the new one sticks to it... without doing that, the new will just want to slide right off of the old.

note: no, i don't work in the paving industry. yes, i do happen to know a thing or two about paving. blow me, rj. just like i'm not a professional chef, but damn right i know how to cook.
