NoVA has a long way to fall, so they may still be going down a year from now, but the vast majority of the market should start to plateau within the next 6-9 months. If you're really thinking about buying multiple properties, start now so that you can be closing up while the market is still on the down and out. Just make sure you're going to be able to make those payments and cover your ass on insurance and property taxes. I can see the market to begin it's "normal" appreciation again within the next year, in most places.
