It's not explicit and if an official truly did say that then it would appear that your wrong. If you're worried about hearsay then write him yourself.
No one's telling anyone anything about instructing or policy. We're talking about safety equipment rules as they're written. That has nothing to do with policy (applied practice) or instructing. We're talking about the rules that govern the carrying of passengers, big bloody vaginal period.
