It depends on how many of the good racing series from around the world they can get their hands on. They absolutely must have F1, Moto GP, and WSBK to start with. Then they'll have to get stuff like BTCC, WTCC, BSB, FIA GT, Super GT, and Australian V8 Supercar.
What will be really cool is if they can show qualifying for the big series like WSBK and Moto GP the way they do for F1.
I suppose if they are a sort of Speed2 it can work.
