pretty much. drilling or slotting is removing mass from the rotor. less mass = less heat sink
drilling may help some air circulate but its minor compared to the negative offsets of less heat capacity and reduced structural integrity. good ducting or venting will more than make up for it. as i understand it slotting is more for removing dust or grit from the rotor, which is why you will see it alot on rally cars that are always rollin around in that crap.
