You're probably right, I remember an old Motor Trend test from 2000 I believe where they dynoe'd a "450hp" stock RT/10 Viper and it made 425 to the wheels...of course it depends on the dyno but obviously underrated. Why though? In the Detroit dick swinging horsepower wars, isn't more power more better, if you advertise it?
If you've got the most horsepower this year, and don't have to do anything to make more horsepower next year but change the numbers on the magazine ad, why not?
