the naval jelly is for pulling the brake dust residue off, and it works really well since most brake pads are iron based.

as said before, dont use stripper. i tried that once and it looks like shit.
scuff the wheels, but dont use medium grit use a finer grit. a medium grit will make the final finish look duller.
if the wheels are old and the paint is faded you probably dont need to scuff much at all. if the wheels are new and the paint is shiny and slippery then the paint wont stick to them (i have a set that the paint comes off when i spray water on them due to this). your final result after scuffing should be a dull appearance, you shouldnt realy see scuff marks
finish with duplicolor wheel clear coat.
i usually do 3 coats color, 2 coats clear
post-it notes work well for masking off your tires.
