Does anyone know for sure whether or not Virgina would transfer points on a license to NY? I got pulled over going 67 in a 55, i just want to know what my best route is: to pay over the phone and admit guilt (assuming there is no transfer of points to my License in NY) or to go to court and hope for the best?

12 over isn't a huge deal. If you have a pretty clean record might as well go to court and maybe get it dropped. Otherwise I'd just pay it.

I only have one ticket in PA for doing 70 in a 55. Is that considered pretty clean?

You're safe according to NY's DMV site:
