...I guess you get to park anywhere you want. This guy seemed to find a nice spot in the turn lane, part way into the intersection. 
The picture would have been better had I gotten the driver standing next to it on his cell phone but there was a minivan blocking my way. Best I can figure it was actually a FoW employee (he was pretty young and had on a red shirt) who had taken the car for a test drive when it broked.
