Looking to buy a first bike. I have my eyes on a GSXR, either 600 or 750. There are a few that have come up with around 15k miles on them, from 1999-2002. Any advice on buying a higher-milage bike? concerns? I'm clueless.

Thats not high mileage at all. My F3 had ~33k on it when I sold it and it ran great.

Age in years is generally more important than miles since bikes can get neglected in terms of maintenance with long periods of non-use.

as the previous two said, the condition of the bike is much more important than the mileage. one of the main reasons why you don't see high mileage sport bikes often is because people crash them and part them out.
my dad has had bikes with well over 75k miles on them...

you have to make sure they arent abused and crashed a shit ton of times... miles means nothing really.
