I think the control tire will make the racing closer but the homologated engines certainly will not. If anything it'll just intensify the aerodynamics war.
The spec ECU by Microsoft could very well turn out to be a disaster but if they could take away traction/stability control then I'd be all for it. Ultimately I know Max thinks he's reducing costs but making huge rule changes every year is achieving the exact opposite. The engine homologation thing is probably the dumbest thing he's thought of yet. Luckily I don't think it will drive away Honda, Toyota, or BMW though because none of them have gotten a championship from all the money they've invested. If any of them had, they might have said "peace" and gone to Le Mans instead.
