Christ feersty.
It's a 17hz infrared flasher. Simple, basic electronics stuff. A clock is more complicated.

Opticons are used by fire/ rescue and law enforcement. Its usually a lil round thingy looks like a camera on top of the traffic lights but has a infrared lense to receive the strobe signal. Pushes a button and the light changes to green.
