The Ovcharka wasnt really bred as a sheep herding dog, it was bred to rip the throats out of any wolves who tried to make off with a lamb or two.
But they are more popular now as gaurd dogs, and if your ass tried to scale the berlin wall 50 years ago your would have had one of these dogs permanently attached to you for the rest of your short life.

Anne saw a couple famous ones when she met with a sketchy eastern european dictator for her job a few years back (who was ousted a few days later, but thats a different story)
She has a cool pic with one, but they really arent that scary looking (if they arent in the process of ripping somethings throat out at least)

What do you get when you combine the two? The Stig caught by a Street View camera, of course. Top Gear staffers discovered this very thing, when surfing Street View's database on a whim. The TG guys found their offices, and the Street View's cameras caught the Stig in what appears to be an office meeting.

There's no telling how old the picture is, or even if it's just another elaborate prank being pulled by the Top Gear crew. Whether this is Ben Collins, the recently unmasked White Stig, or his replacement is up to you to speculate.
