What's to explain? Those that make more have their already higher percentages brought closer to a flat tax. Naturally, they will save more because their base is already higher and the % savings is higher.
Income taxes are a stupid system and having a graduated scale reminds me of communism. Why should the top n% have an effective tax rate twice that of someone who makes less?

Hell yes it is! If I earn 300k/yr I will pay much more in taxes than someone making 50k/yr. The existing system penalizes success. If you start penalizing those that make over 300k (usually business owners) we will stop hiring, start firing and you will really see a recession.

Yes... rich people still pay WAY more in raw dollars anyway.
Although I think a usage tax would be a much better system. Rich folk would still pay an inordinate amount more in percentage 'cause they have more disposable income but it's not forced charity.
