I wonder if the current models will be axed or reabsorbed into the Toyota brand. The tC is the modern Celica and it's really not a bad car (it's just not great either), they just finished slapping a Scion badge on a Mazda hatch, and it'd be a shame to see the FRS die. It's a 700 page document that has to do with emissions from heavy duty trucks. It isn't even clear what the line is even about because there are so many other contradictory phrases. No, fuck you, it's an important distinction, for a number of reasons. The EPA is a regulatory agency, and therefore only has authority over a certain scope of activities, designated to them by congress. This isn't a case where some pork got tossed on to the Save The North American Spotted Sloth Owl Act of 2016 as a weird political quid pro quo. In this case, you could submit comments directly to the EPA about this proposed regulation and have them addressed (or not) aaaaaall without involving congress at all. Further, your congress critter has a lot more power (in some cases) to make dumb shit like this go away since he doesn't have to worry about collecting votes to pass (or not) some piece of legislation he wants. Also, lawsuits against regulations are pretty different, and regulations are way way way more fluid than law. For example, BROTUS could just say "hey I know what this regulation says, but don't enforce it, kthx" and no one can say a word about it. So there's some more pedantry for you, you may now go back to posting selfies documenting the incremental unbustification of your smug face.
